        <p>章以浙工新村为例探索破解老旧小区改造资金与实施难题。项目坚持“居民主体、政府统筹”，通过“联审联验”简化审批，政
府通过政策支持与配套回购补足缺口。更新后户数不变，新增车位、电梯及养老托幼设施，提升居住品质。该模式以解危除困为核心，为
城市更新提供可复制经验。
