        <p>以风险治理与韧性城市为理论引入，构建多源数据、分级响应与行为改变相结合的分析框架。本文在梳理容城县极端天气的类型与致灾特征后，系统诊断监测预警盲区、部门协同不足与公众意识薄弱等瓶颈，并提出监测网络优化、跨部门联动机制与分层风险教育的策略路径，细化站网布局、指挥流程与传播口径。预期成效为形成可复制的基层行动清单与实操指引，推动协同演练与社区宣教常态化，提升县域早识别、快响应与群防群治能力。</p>
